Philippine DMS buyer’s guide

What should a document management system budget include?

Start with the documents, people and decisions you need to support. A software subscription is one line in the budget; the work of preparing records, configuring processes and supporting users needs its own scope.

Separate the first-year budget from the running cost

Use two totals when comparing quotations. The first-year total includes the initial rollout; the annual running cost shows what it takes to operate the agreed solution after that rollout.

Budget lineWhat to ask the supplier to specify
Software and storageNamed users, storage basis, billing period, add-ons and renewal assumptions.
Discovery and configurationDocument collections, index fields, roles, search screens and workflows included.
Scanning and migrationVolume, page condition, preparation, metadata cleanup, quality checks and exception handling.
IntegrationThe named accounting, HR or identity system; interfaces, permissions, testing and ownership.
Training and handoverAudience, sessions, operating instructions, administrator responsibilities and acceptance tests.
Ongoing supportIncluded hours or units, coverage, response terms, rollover rules and additional-work rates.
Infrastructure and exitFor on-premise: hosting, backup and recovery. For any option: exports, transition assistance and removal responsibilities.

A transparent software-only starting point

The current 1doc.ph pricing page lists DocuWare Cloud Silver at ₱33,970 per month for 5 named users and 1,000,000 pages of storage. It lists ₱339,700 for annual billing. These figures are a published reference checked on 26 October 2026, not a complete implementation quotation.

Payment basisSoftware-only amount
12 monthly payments at ₱33,970₱407,640 over 12 months
Published annual payment₱339,700 per year
Difference between these payment bases₱67,940, or about 16.7%

Confirm the billing commitment, tax treatment, included services, support allowance and product options in the written quotation. Implementation, scanning, migration and integrations cannot be priced responsibly from the license tier alone.

The scope choices that change the estimate

A document collection

Define record types, estimated pages, file formats, condition and the minimum metadata needed to retrieve each file. A mixed historic archive needs a different preparation plan from a clean batch of digital invoices.

A workflow

Name the approval steps, decision owners, delegation rules, exceptions and notifications. Separate one repeatable process from an organization-wide automation programme.

An integration

Specify the actual system, data direction, fields, authentication, error handling and test environment. “ERP integration” is too broad to serve as an acceptance criterion.

An operating model

Identify who administers access, handles failed imports, reviews exceptions and trains new staff after go-live. Budget time for those responsibilities.

Compare cloud and on-premise by responsibilities

QuestionCloud quotationOn-premise quotation
InfrastructureConfirm the service boundaries, connectivity and client-side requirements.Identify servers, operating system/database licensing, capacity and network work.
RecoveryAsk for the applicable backup, recovery and service commitments.Assign backup operation, restore testing, off-site protection and recovery ownership.
Security and accessConfirm service location, user authentication and customer configuration responsibilities.Assign patching, monitoring, physical security and privileged administration.
Change and exitConfirm renewal changes, export options, assistance and termination terms.Include upgrades, replacement hardware, exports and long-term operational capacity.

Ask for an exit sample before approving the rollout

Specify whether you need original files, index metadata, versions or audit information, and test the agreed export with a representative sample. An export of index data is not the same as an export of the underlying documents.

DocuWare’s documentation distinguishes its Export app for index data from docXporter for documents and index data; docXporter requires an additional license. Confirm the available method, version, access and licensing for your actual environment.

Use the worksheet to compare like-for-like quotations

  • Record volumes, users and document collections before asking for an estimate.
  • Enter one-time and recurring amounts separately, with inclusions and assumptions beside each amount.
  • Compare the same rollout scope and acceptance tests across suppliers.
  • Include a change allowance as your own budgeting decision; do not substitute an arbitrary percentage for a scoped quotation.
  • Agree a measurable baseline: retrieval time, missing metadata, approval cycle time or exception backlog. Do not assume a guaranteed ROI.

Choose the smallest useful rollout

Start with a defined collection or process that has a business owner and an acceptance test. Expand after staff can retrieve the right documents, apply the right permissions and handle exceptions.
